ABSTRACT
In the pursuit of an integrated common market, the European Union has endeavoured to create a Digital Single Market. As part of these efforts, on 23 March 2017, the European Commission adopted a new Communication on Interoperability, which introduced a revised European Interoperability Framework (EIF). The EIF gives guidance, through a set of 47 non-legally binding recommendations and 12 principles, to inspire European public administrations in their efforts to design and deliver seamless European public services to other public administrations, citizens and businesses. To measure the progress done over time by the Member States, the European Commission has created an integrated framework for monitoring, assessing and reporting on the implementation of the EIF under the ISA2 Programme (interoperability programme). To visualise the results of the EIF Monitoring Mechanism, three scoreboards have been created, which will allow to display the countries' performances.
