Abstract

This chapter investigates and assesses up to which extent spatial and urban policies address health concerns and vice-versa, both in the European Union and in Portugal. It is possible to claim that there is a growing convergence of both sectors.

    The official Territorial Agenda (2021) website acknowledges as reference “recent developments described in various reports by the European Commission, the European Committee of the Regions, the European Investment Bank and ESPN. It takes into account main current policy frameworks and agendas, including the United Nations’ 2030 Agenda for Sustainable Development and the Sustainable Development Goals (2015), the Paris Agreement (2015), the United Nations’ New Urban Agenda (2016), the European Commission’s reflection paper ‘Towards a Sustainable Europe by 2030’ (2019), the proposal for the future of Cohesion Policy (2019), the Urban Agenda for the EU (2016), the revised Leipzig Charter (2020), the Cork 2.0 Declaration on a Better Life in Rural Areas (2016), the OECD’s Principles on Urban Policy and on Rural Policy (2019) and the European Green Deal (2019)”.

    Portugal has five ARS and five CCDR, each acting in its sector, ARS in health and CCDR in spatial and urban policies. However, each has to the same territorial scope, and each has a regional headquarters in the same cities: ARS Norte (Porto); ARS Centro (Coimbra); ARS Lisboa e Vale do Tejo (Lisboa); ARS Alentejo (Évora); ARS Algarve (Faro); and CCDR Norte (Porto); CCDR Centro (Coimbra); CCDR Lisboa e Vale do Tejo (Lisboa); CCDR Alentejo (Évora); CCDR Algarve (Faro).
