Das Politische System der Europäischen Union

Zusammenfassung

Im Laufe der Entwicklung hin zur Europäischen Union, wie man sie 2018 erfassen kann, haben die Mitgliedstaaten immer mehr traditionelle und moderne Aufgaben europäischer (National-)Staaten auf die Tagesordnung der Union gesetzt. Die entsprechenden Verfahren zur Beschlussfassung waren und sind einem stetigen Wandel unterworfen: Die Mitgliedstaaten haben die institutionelle Architektur einer „immer engeren Union der Völker Europas“ (Art. 1 EUV) für das EU-System zunehmend komplexer gestaltet. Zudem hat sich die Zahl der Mitgliedstaaten in sechs Erweiterungsrunden von sechs (1951) auf 28 (Stand: 2018) erhöht. Die Rolle der EU in der geografischen Nachbarschaft und im internationalen System hat trotz weiterhin häufig begrenzter Wirksamkeit ihrer Maßnahmen über die Jahrzehnte an Bedeutung gewonnen. Angesichts einer zunehmenden prozeduralen Komplexität wird das EU-System (leider) auch immer unverständlicher. Gleichzeitig nimmt jedoch ebenso die Vielfalt der Ansätze in Forschung und Lehre zu, sodass keine durchgängige und einfache Beschreibung und Analyse vorgelegt werden kann. Um die Darstellung zu fokussieren, wird mit einer Reihe von Begriffspaaren als Schlüsselkategorien gearbeitet.
